Drilling and chamfering the two 7/16" holes in each heat sink block will be more expensive than the cost of core pins in the tool.

Also a machining step has a greater risk of off-spec tolerances on the bolt holes, which may increase the scrap rate in the production run. 

Machining is not the best production approach for the two bolt holes.
Go back and choose another approach.
